MEAL Officer (Yogya)
The MEAL Officer will act as key person in ensuring that robust monitoring, evaluation, accountability, and learning systems for the Project implementation are in place. The MEAL Officer will work closely with field teams, sector specialists, and community stakeholders to track progress, measure impact, and ensure adaptive management throughout the project lifecycle. Internally, the MEAL Officer will provide support to relevant MEAL function in Habitat Indonesia’s Jogja site office in coordination with Habitat Indonesia Operations Team and the National Office’s MEAL personnel.
Key Responsibilities:
1. Monitoring & Evaluation
- Develop design, methodology, procedures and tools for monitoring and evaluation of programs implemented at Habitat for Humanity Indonesia Office.
- Provide all program staff with updated data and information in Habitat dashboard and database.
- Develop monitoring and evaluation report of implemented programs.
- Ensure that all relevant data and information both quantitative and qualitative regarding program activities are properly kept.
- Work with program staff and relevant partners in the implementation of monitoring and evaluation plan and support them throughout data collection process.
- Provide regular data update on program processes and results including those achieved by partners.
- Conduct data analysis and formulate conclusions in consultation with Senior MEAL Specialist and program lead(s), including those from partners.
- Support Program Manager(s) for dissemination of monitoring and evaluation results to related donors and stakeholders.
2. Accountability
- Support and manage program implementation feedback mechanism system for beneficiaries and stakeholders.
- Ensure effective communication and cooperation within the teams at Habitat for Humanity Indonesia Office and with partners.
- Ensure effective collaboration with related government officials and stakeholders in the implementation of MEAL activities.
3. Knowledge Management and Learning
- Design and deliver regular staff learning sessions.
- Develop and manage knowledge management and learning systems at Habitat for Humanity Indonesia Office.
- Provide regular program updates.
- Provide inputs for best practices and case studies development.
- Support other team members in research development and implementation.
4. Program Implementation and Quality
- Ensure that the quality of MEAL framework is in line with Habitat for Humanity global program and donor requirements.
- Provide clear technical MEAL support, direction and guidelines to other team members and partners.
- Ensure that all information related to program activities are collected, recorded and updated periodically through MEAL tools and serve as the basis for analysis against the set KPI achievements.
Qualifications:
- Bachelor’s degree in social sciences, statistics, development studies, public health, economics, or other relevant fields.
- Strong commitment to people-centered development and accountability to communities
- Professional experience in humanitarian and/or development monitoring and evaluation
- Proven experience in research, monitoring and evaluation, accountability mechanism establishment, and knowledge management.
- Demonstrated experience in facilitating conversations and delivering products around Theory of Change, logical framework, results-based approaches.
- Demonstrated ability to transfer MEAL knowledge and skills to diverse audiences through training, mentoring, and other formal and non-formal methods together with strong presentation and reporting skills.
- Computer literacy skills on related monitoring and evaluation tools, e.g. SPSS, Microsoft Excel, Power BI, Google Analytic; knowledge in other database programs would be an advantage.
- Proven ability to work effectively within set timeframes and with demonstrated impact.
- Proven and demonstrated writing and presentation skills in Bahasa Indonesia and English.
- Strong social skills and proven track record to work with diverse groups of people in a multicultural environment
- Fluency in Bahasa Indonesia and Javanese; English proficiency is an asset.
Other:
Willing to be based at project site in Gunung Kidul Regency, with regular travel to Habitat for Humanity Indonesia site office in Jogjakarta.
