Project: SAFE Recovery
Location: Sibolga – West Sumatra

Job Purpose:

To lead and coordinate the implementation of the SAFE Recovery Project in Sibolga and surrounding under the Pathway to Permanence framework, ensuring accountable, high-quality, and strategically aligned delivery of housing interventions including light repair, moderate repair, retrofitting, and new construction. The position ensures field execution is fully aligned with HFHI recovery strategy, donor expectations, and long-term resilience objectives.

Key Responsibilities:
  1. Strategic Alignment & Program Leadership:
    • Translate SAFE recovery strategy and Pathway to Permanence approach into actionable field implementation.
    • Ensure interventions (repair ringan, repair sedang, retrofitting, bangun baru) align with recovery positioning and future scaling opportunities.
    • Provide regular strategic updates and risk analysis to Strategic Alliance Senior Manager.
    • Identify expansion or leverage opportunities with local government or other stakeholders.
  2. Technical Implementation & Quality Control
    • Lead categorization and validation of damaged houses based on technical assessment.
    • Ensure structural strengthening and resilient construction principles are applied in retrofitting and new build.
    • Supervise Construction Supervisor and ensure compliance with HFHI standards and building codes.
    • Monitor progress against DIP and construction targets.
  3. Budget & Compliance
    • Manage implementation in line with approved budget and intervention ceiling per category.
    • Monitor burn rate and flag financial risks early.
    • Ensure compliance with HFHI finance manual, procurement standards, and audit requirements.
    • Maintain transparent beneficiary selection and documentation processes.
  4. Stakeholder Engagement
    • Coordinate closely with Pemda/Pemkot Sibolga and relevant agencies
    • Facilitate technical discussions related to cost-sharing or collaboration if applicable.
    • Represent HFHI in local recovery coordination forums.
  5. Reporting & Documentation
    • Prepare structured monthly progress reports covering:
      • Physical progress (unit completion per category)
      • Financial absorption
      • Technical risks
      • Safeguarding issues
      • Community feedback
    • Support development of donor reports and concept notes for potential scale-up.
    • Ensure documentation supports future fundraising and positioning.
  6. Accountability & Safeguarding
    • Act as FRM focal point in project area.
    • Ensure safeguarding standards and do-no-harm principles are implemented.
    • Maintain community trust and grievance handling mechanism.
Requirements:
  1. Bachelor’s degree in civil engineering, Architecture, Construction Management, or related field.
  2. Minimum 3–5 years of experience in construction supervision, housing development, or infrastructure projects.
  3. Experience working in post-disaster recovery or community-based construction programs is preferred.
  4. Experience supervising field construction teams.
  5. Strong technical knowledge of housing construction and structural repair.
  6. Ability to supervise construction works and ensure quality control.
  7. Strong problem-solving and analytical skills.
  8. Ability to work effectively with community members and local workers.
  9. Good coordination and reporting skills.
  10. Fluency in Bahasa Indonesia.
  11. Willing to be deployed in disaster-affected areas with high mobility.
