Project : SAFE Recovery
Location : Sibolga – North Sumatra

The Construction Supervisor will lead the technical implementation of housing recovery activities under the SAFE Recovery Program in Sibolga, Tapanuli Tengah and surrounding. The role ensures that housing repair, retrofitting, and reconstruction activities are implemented according to Habitat for Humanity technical standards, local building regulations, and resilient construction principles.

The Construction Supervisor will oversee field construction teams, support technical assessments of damaged houses, and ensure that construction activities are implemented safely, efficiently, and with high quality.

The position also plays an important role in supporting community understanding of safer construction practices and promoting resilient housing solutions.

Key Responsibilities:

  1. Technical Assessment and Planning
    • Conduct technical assessments of damaged houses in coordination with the project team.
    • Support the categorization of housing damage including light repair, moderate repair, retrofitting, and reconstruction.
    • Review technical designs and cost estimates for housing interventions.
    • Ensure construction approaches follow resilient housing and disaster-resistant principles.
  2. Construction Supervision and Quality Control
    • Supervise construction activities for housing repair, retrofitting, and new construction.
    • Ensure construction work follows HFHI technical standards and local building codes.
    • Monitor the quality of materials and workmanship during construction activities.
    • Identify technical issues on-site and provide solutions to maintain construction quality.
  3. Contractor and Workforce Management
    • Supervise skilled workers and construction teams working on project sites.
    • Ensure construction activities follow occupational health and safety standards.
    • Monitor daily construction progress and ensure work is completed according to schedule.
    • Coordinate with suppliers and procurement teams regarding material requirements.
  4. Technical Guidance and Capacity Support
    • Provide guidance to homeowners and community members on safer construction practices.
    • Support the training of local workers and masons in resilient construction techniques when needed.
    • Promote community participation during housing reconstruction activities.
  5. Monitoring and Technical Reporting
    • Maintain records of construction progress and technical site visits.
    • Prepare regular technical updates and construction progress reports.
    • Support documentation of construction processes for donor reporting and program learning.
  6. Coordination and Stakeholder Engagement
    • Coordinate closely with the Project Coordinator and Community Organizer regarding implementation activities.
    • Participate in coordination meetings with local authorities when technical input is required.
    • Support communication between Habitat and beneficiary households regarding construction activities

Qualifications:

  1. Bachelor’s degree in civil engineering, Architecture, Construction Management, or related field preferred.
  2. Minimum 3–5 years’ experience in construction or post-disaster recovery projects.
  3. Experience supervising technical teams and community-based implementation.
  4. Strong understanding of resilient housing and structural strengthening principles.
  5. Strong reporting and analytical skills.
  6. Comfortable working in dynamic recovery environment.
  7. High integrity and accountability.
