Key Responsibilities:
As a team member of Need Assessment/Survey to represent program development for new/potential project location.
1. As a team member of Need Assessment/Survey to represent program development for new/potential project location.
- Conduct or support needs assessments with the MEAL team to inform project design and align with community needs and strategic priorities.
- Collaborate with Resource Development to analyze donor background priorities, funding history, focus areas, and compliance—to enhance proposal alignment
- Perform desk and secondary research using credible sources (e.g., academic publications, census data, regulations) to support evidence-based planning and contextual analysis.
- Facilitate the development and collection of project concept ideas from program units or clusters.
- Support the screening of project concepts, including coordination of feasibility and risk input from relevant teams.
- In coordination with project/cluster and Habitat Fundraisers develop Concept Paper or project proposal, including logical framework and timeline.
- Ensure integration of cross-cutting themes into the housing sector, particularly in project design and proposal development.
- Developed budget in coordination with finance department.
- If funded, develop Detail Implementation Plan and required detail document, when necessary, in coordination with the Project Coordinator and Program Managers.
- Support the assessment of internal project team and partner capacity during the project planning phase, in collaboration with relevant units.
2. Project/Cluster Capacity Building
- Work together to develop grand design and project/cluster strategy.
- Build strong, on-going relationship with project/cluster.
- Regularly provide materials/resources in coordination with sector specialists on relevant issues in poverty housing, etc.
- Build project/cluster capacity in project design, contribute to strengthening the capacity of projects and clusters in the areas of project design and reporting and reporting.
3. Project Management
- Ensure creation and maintenance of project file and number and all related documents.
- Provide technical support in program development to ensure alignment with the National Strategy and support the monitoring of ongoing projects to ensure quality implementation in accordance with approved project proposals.
- Ensure funds are allocated to the field correctly.
- Maintain tracking systems and monitor implementation of project budgets.
- Coordinate donor reporting and specific requests with fundraisers.
- Desk monitoring of project.
4. Research & Development and Internal Habitat Capacity Building
- Stay informed of updates to Habitat for Humanity’s program goals and strategy, and regularly communicate these to relevant staff
- Support the development or improvement of systems and tools that enhance program planning, monitoring as well as reporting as needed.
- Assist in developing new project models.
5. Evaluation of Habitat Funded Programs
- Ensure field systems in place for M&E at the output level.
- Provide recommendation based on branches performance in terms of projects implementation.
6. Compliance Audit
- Supporting the coordinating of projects preparation for compliance audit.
7. Self- Development
- Responsible for constant improvement in holistic development, expertise and professionalism through personal study and field placements.
Qualifications and requirements:
- bachelor’s degree in civil engineering, Architecture, Social Studies, or related major with experience in housing or WASH projects within a humanitarian context. Understanding in climate change adaptation is an asset.
- Minimum 4 years of relevant work experience.
- Strong experience in project designing, including conducting needs assessments, engaging stakeholders, formulating objectives and indicators.
- Strong understanding and experience in proposal development and logical framework development.
- Experience in contributing to high-quality narrative and deck proposals for donors
- Strong experience in budget development, including preparing detailed activity-based budgets, aligning with HFHI and donor guidelines
- Practical experience in project implementation.
- Fluent in English both oral and written with the ability to communicate clearly and persuasively.
- Excellent report writing skills, including the ability to produce high-quality narrative reports for donors
- Strong relationship building skills.
- Ability to work effectively and independently in a team, as an individual, and under pressure
- Ability to work cross-culturally, showing respect for different cultural norms and adaptable to different cultural contexts.
- Good skills in personal computer operation, including Word, PowerPoint, Excel, and for developing visual materials and presentations
- Ability to stay calm and focused under pressure, maintaining professionalism and sound decision-making in challenging situations
- Ready to travel.
