Yayasan Habitat Kemanusiaan Indonesia is seeking applicant who have enthusiasm and motivated to support the development and implementation of Monitoring, Evaluation, Accountability and Learning (MEAL) strategy for the projects. The holder of the position will play a major role in providing technical support to project development including tracking of delivery using appropriate MEAL tools and processes, ensuring that information collected is reflected upon, used to improve ongoing programs, and is incorporated into consistently high-quality MEAL reports and products. This position also contributes to building capacity for MEAL among project/program staff.
The MEAL Officer also plays an important role in maintaining and improving information management and data quality, and in strengthening knowledge sharing across the project sites and nationwide
Key Responsibilities:
A. Develop and Maintain Habitat Indonesia Capacity in MEAL
- Support the development of the National Office MEAL Plan and ensure its alignment to the Country Strategy and its relevance to the National Office MEAL Capacity Assessment status and in accordance with HFHI MEAL Guidance and Policies as well as appropriate industry good/best practices.
- Implement MEAL capacity building activities for the National Office to strengthen stakeholder engagement in MEAL processes and deliverables. This includes but is not limited to supporting the roll-out of ongoing NO and HFHI initiatives (Results Measurement, etc.)
- Participate and /or internal and external MEAL groups/networks to keep abreast of the developments in MEAL practice.
B. Program Design and Development
- Support the development of project strategy and programs by providing guidance on processes, tools and information required. This includes providing guidance on result-based design, monitoring and evaluation practice.
- Ensure that systems and processes developed enable key stakeholders/communities to meaningfully participate in design, implementation, evaluation and learning stages. This will include setting up Community-based feedback mechanisms that are accessible to the stakeholders for them to be able to provide feedback accordingly.
C. Program Quality Management
- Develop reports data for various internal and external stakeholders to demonstrate program performance and inform program improvement and learning.
- Ensuring and Maintaining Feedback and Response Mechanism (FRM) in every project area and set up MEAL systems to ensure efficient management of information that are responsive to the needs and requirements of Habitat Indonesia, donors, communities and other relevant stakeholders. This will include alignment to existing Habitat International management information systems and processes.
- Supports communication and information sharing together with AP Office, Branch Offices, Partners on MEAL.
- Support quality reporting by setting up systems to collect and organize data for reporting and use of various key stakeholders (senior management, donors, HFHI, etc.)
D. Research, Knowledge Management
- Support the development of the evaluation and learning agenda for the NO. This includes designing and managing/executing program research, designing and evaluating activities (including baseline, mid-term endline studies, SROI), or working with partners/consultants to deliver quality evaluation reports and products. Emerging issues and action plans should be always reported to relevant manager partners for timely/appropriate corrective measures.
- Gather all e-library content with collections that consist of project design, BoQ, reports, and learning.
- Maintain and regularly update the e-library for easy access to its content.
Requirements:
- Bachelor’s degree required; master’s degree in statistics, demographics, and development preferred.
- Minimum of five years of experience working in the field of monitoring and evaluation.
- Experience in strategic planning and performance management, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
- Knowledge of the major evaluation methodologies (qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.
- Experience in Social Return On Investment (SROI) preferred
- Experience in knowledge management.
- Previous Humanitarian Response experience preferred
- Computer proficiency in Windows environment (Microsoft Word, Excel, Access, PowerPoint) and proficiency in online research
- Fluency in English; excellent written and oral communication skills, including facilitation and cross-cultural communication
- Placement in Jakarta
